The Gallatin County Planning Board invites public comment on a proposed moratorium on new drive-through coffee stand permits, which took effect at 8:00 a.m. this morning per emergency resolution 2026-044. Staff will present traffic impact data from the three stands that opened on North 19th since Tuesday. Residents are encouraged to share thoughts on idling emissions, caffeine access equity, and whether a kiosk in a former Taco Bell parking lot constitutes “character-defining commercial architecture.” Written comments accepted until the next agenda is printed.

Coffee will be provided by the stand that triggered the moratorium. They open at 5:30.
