Mr. Beavers, who was admiring the tasteful reclaimed wood facade from the sidewalk, said a piece of what appeared to be drywall fell from a second-story balcony.

“I was just looking up, you know, at the progress,” Mr. Beavers explained, rubbing a small knot on his forehead. “They keep building these things so fast, it’s hard to keep up.
