While organizers were busy distributing neon-colored folders and non-toxic markers to local families, a group of dark-windowed government vehicles pulled into the loading zone.

For a moment, attendees assumed it was the guest appearance from the local fire department or perhaps a promotional visit from a nearby mascot. However, the visitors were not there to demonstrate fire safety or hand out foam fingers. They were there to discuss paperwork.
