&lt;p>&amp;ldquo;The Donut is the area outside Belgrade city limits but within its planning jurisdiction,&amp;rdquo; said Gallatin County planning director Steve Erickson. &amp;ldquo;It&amp;rsquo;s not technically Belgrade, but it&amp;rsquo;s not not Belgrade.
